They caved today, like I should have known they would. Have these guys read the Constitution of their own country?
The Congress shall have power…Congress chooses weather to declare war, and then decides how long that war will continue. The executive is a non-issue in this, and yet they can’t help but grovel at his feet; for some reason thinking that standing up to a president with near-Nixon-level approval ratings will hurt them come next elections. Congress has all the power to stop this war: they just stop funding it. If Bush wants more money, he can agree to what Congress wants, otherwise don’t send any funding bill to him at all. What’s all this whining about a veto? If Bush wants to veto his own spending bill, that’s up to him. And if he does, it’s up to him to get the troops home immediately. At that point, Congress can send him a bill for all the money he needs to get them all home as safely as possible. I admit, I had some hope for this new Congress, but it looks like they’re just the same guys with a different letter after their names.
To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water
To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years
